Help with soil in raised bed please

Ive found somewhere local that does topsoil...Is this anygood?

 

I can dig some out, but then im left having to put it either on the small border i have or a small amount into the green bin.

Im thinking of adding a further 12" to the top of this raised bed by adding a wooden top to it by breaking down old pallets. (Think of an ordinary wooden raised bed planter sat on top) as the raised bed is made totally from red bricks. That should then give me the extra volume needed to dig in the extra soil.
