    1. reminds me of the small-leaved azaleas that you sometimes see sold as house plants, but if that's what it is, it's a bit of a threadbare specimen.
    3. I agree, it looks like a straggly penstemon "garnet" or other narrow-leaved variety.

    Where is this garden?

    We all want to help.
Please take more pics when things start to happen.
But it would really help if you just posted them one at a time and add several pics.

@Millie16 , since you say photo 3 is a large looking shrub and there were dead flowers on the branches. I had a look at your photos again, and it could be useful to take a photo of the dead flowers. That will help to know if it could be a Hebe or another shrub. I have in mind a Callistemon shrub because the flower spikes look similar but at spring time, new leaves start to grow on the tips of the flower spike. With the latter, if you cut anything down now or before summer, you will not get any flowering for over a year.

Slight update! I was visiting yesterday the garden is in Devon. I don’t want to put more detail as it’s a friends private garden. Anyway here’s some close ups of the spikes things! Just for your interest! Can kniphophia grow like this? It has roots up on the “stem” or maybe some kind of Lilly ?
They do look odd!! I’ve tried to take better more close up photos!!
