The only dwarf peach trees I have seen dont look as vigorous as yours, they have shorter growth between leaves.
The "suckers" even look like the same plant, which is unusual and suggests it may not be a grafted tree.
I dont think there is anything you can apply to stop the suckers regrowing.

It actually looks healthy and is growing well, so maybe feed and water well all summer and repot over the winter, a high potash feed, like tomato feed might encourage it to flower next spring.

Im wondering if i should sell it as i do not have the ability to plant it in the ground and i assume that there will never be a pot big enough for it if it isnt a dwarf type tree
