I'm wondering if it's suffering from being cut hard back in the growing season, having lots of leaves pulled off and being sprayed with a bunch of different chemicals...

I'm also wondering if it has enough water, and whether there's some leaf discolouration which might indicate a trace element deficiency...

I seem to be very wondery today!

I'm inclined to agree with you @Stephen Southwest . Pruning at the wrong time can cause problems. Without foliage, it's also harder for it to recover.
What variety of cherry is it @Rhapsode ? It has heavily serrated edges to the leaves.

Last update (I hope): The tree is recovering. There have been no more appearances of white blobs on the leaves. Some leaves which had turned to their autumn colours are changing back to summer green. The whole thing has been a mystery. I can only assume that either the aggressive pruning or anti fungal spray (or both) returned the tree to its senses.
Once again my thanks to everyone who contributed their thoughts.
