      Well I think, 8 pm isn't late. As @Sheal said if they are young babies next door fair enough - complain, but that's only early evening not night time. Even the law is on their side.

        Making noise up until 11 p.m. is allowed by law but there certainly is a common sense value put to it.

        Drilling a party wall at 8 p.m. I think is totally unacceptable unless the neighbour gives permission as the noise can be horrendous. It's totally different from playing music or even having a party as the sound vibrates directly through the wall.

        There's a need to co-exist amicably and doing that sort of thing without asking is anti-social. This can lead to bad feelings and deliberate hostility and reciprocity. A simple request, also saying how long it will go on, can save so much hassle.
