Oh dear: this '?' is on several plants....

    So, I have found this on a rose, a bay tree, an azalea (all in different parts of my small, South Wales garden) - and those are just the plants I've inspected carefully. Some leaves are worse than this...much more yellow - I have removed the worst affected leaves, but can anyone tell me what 'it' actually is? I have some Neem oil mix ready and did a 'test spray' yesterday so waiting until tomorrow before going all-out with the spraying, but it might help if I know what the disease/pest/fungus actually is from the photos?
    The 2nd photo is of some leaves on my otherwise very healthy (looking) rose...they have curled up and are 'crispy'. Any ideas, peeps? TIA

    Showing same rose bush...with 'hundreds' of buds...does anyone know what type of rose it might be? It has a light scent...not sure how to 'train' it (at the moment I have it tree-tied to the fence, otherwise it falls over the ground)
