    Sal,
There are different species of Papyrus.
I seem to recall reading that there are some species native to Europe. So I guess that's the species you found?

It`s really hard trying to make a picture at 6 am and don`t look like a perv
Sirius the variety it`s a commun cyperus alternifolius , the only different from Longk is that the leaves are dark green and the head of the leaves are big ....

the picture is not great but just to show that the plant is actually not protected but maybe has a perfect microclime , a little OT who put that plant there must have been someone with skill as next to the papyrus there is a clum of physalis , growing outdoor all year round .....

When I first built a pond I grew Cyperus alternifolius a few years.
You just need to keep it below frost level, its quite hardy.

I read that the roots are hardy to -12c and they should be hardy even in water , but to be honest last time I`ve overwintered one in a bucket of water inside the greenhouse and the other completely dry , still have the one I left dry , but the one in the water rotted down ... i wonder if has anything to do with where they are coming from ... or what

Mine seems to have survived the winter.
Will wait for temps to improve before I put it outside again.
