The trouble is, with a total ban, more people would actually do it. Some would say, in for a penny, in for a pound. If I'm going to lose my license for drinking a half over an hour, I may as well have 2 or 3 pints. Whereas as it stands, most people will limit themselves to stay under the limit.

I'm not sure what the drink driving laws are in Greece, but when I was there, it was actually positively encouraged, and you can see it in the way people drive (Greece also has one of Europe's worst worst accident rates). I once asked the hotel owner where I should go to see the best sunset. I then got much advice about hiring a quad, driving to a particular bar, having a good drink with the wife, before driving back. I pointed out several flaws in this plan, being that my driving license didn't cover quads, his reply was that the hire place wont check, that I've never driven a quad, to which he replied that the hire place will show me what to press, and that I've already had a drink, to which his reply was that there are no police about at this time of year. I didn't follow do it by the way, but I bet loads do.

I don't know that they would Clueless. It probably wouldn't bother those that stick to the limit now. Those that drink over the limit should be caught anyway.
