I read a couple of enthrallingly horrifying library books on the topic. I'll see if I can find the titles ... Doctors were paid to prescribe it, but initially they could not have known just how addictive it was. I think the majority of the blame lies with the Sackler family, who knew it was a problem from the off but marketed it really aggressively and hid research results from regulators and professionals.

The German Army made extensive use of it in the 2nd WW in combination with Scopalamine and Ephedrine. Under Nixon it was classified as a Schedule II controlled substance Purdue Pharma developed a controlled release form of Oxycodone called Oxycontin: in the 90s in 1995 the FDA approved it's use "after no long-term studies and no assessment of its addictive capabilities." The then FDA Commissioner later said "No doubt it was a mistake. It was certainly one of the worst medical mistakes, a major mistake."

I have my CBD fruit cake and fudge. They are made incorporating oil which I derived from home grown plants. I react very well from a mild dose for occasional pain. I haven't needed any for several months and therefore not had any of my edibles in awhile. I guess that proves I won't get addicted to it. Just like I didn't in the 70's

See, this is the bit that has got me wondering - the main folks that are having a meltdown and bumping their gums about international law etc are left-leaning types that don't live in these countries... and from what I can gather, Maduro was utterly abhorrent, even using the military etc against his own people - - and, in response to previous action by the US had posted a video basically saying "come and get me you cowards"... looks more and more like a case of FAFO to me.
