Maybe.. and bear me out on this one... but maybe, there is a bit of a need for something like this to happen. I know that sounds utterly mad, but here's the thing - much of the Western world, UK included, has tied itself in so many legal knots that noting gets done or issues can't be resolved. If we aren't worrying about the ECHR, then it is International Law.. now whilst I am not saying that there shouldn't be an international set of basic rules/laws, that only works when everyone is playing along, and quite clearly the likes of Russia, China, North Korea etc have absolutely no intention of adhering to International law. Hell, even the US doesn't really recognise it and never has as far as I am aware. This situation has meant that the aforementioned Russia and China can basically do what they want and when 'sanctions' are applied, they simply subvert them and launder anything via other countries or corrupt methods. Maybe - if these countries get the message that the US is also not going to play by that set of rules that ties their hands and instead is simply going to go in and get stuff done... maybe, it will make them think twice about how they behave.
The stabbing in the streets is our own fault - we've literally lost control of the basics in this country, with crime detection rates as low as 5% or lower in may force's area. If "low level" crime becomes accepted, it fuels other (usually drug related) crime and it spirals. And those same drugs and weapons are the very things that countries like Venezuela have been laundering.
I see what you are saying. All the rules and regs have become a gift for lawyers and their ilk, whilst being a nightmare for sensible decision making. Without a doubt, things need simplifying. However, if you completely abandon these, the biggest thugs get to take everything, which doesn't work either. The middle ground seems hard to find. The pendulum from one extreme to the other needs some brakes.
There's one major flaw in your theory. You say a microbe is getting into brains. Turnip hasn't got one, or at least not one which could actually be classified as such.
