Is it too late to take any type of cutting from Salvia greggii or Buddleja?

You may be OK with salvia if you're quick. It's got to be worth a try.
Personally I would try using bottom heat from a propagator, but I would leave the lid off. Too much moisture may well lead to mould and damping off.
Can't comment about buddleia I'm afraid .

Buddleia are very easy from hardwood cuttings. I tend to stick a few bits in a pot when I prune and most root. You can do it in the ground if you'd prefer, they are really simple.

Soft Buddleja cuttings will root in water.
