I had a good display of Fuchsia's last year and obviously do not look too healthy now. Will they come back or do I need to plant some more.

Depends on the varieties, and if those varieties are hardy really - I have a few in my garden that are hardy, and come back every year from virtually nothing.

Just cut them back a bit to tidy them up, removing any obviously dead wood, and wait and see.
I find most are pretty hardy but a few are quite tender.

I pulled 2 in for over wintering as I know those types are not hardy, cut them back and one tried flowering on me with no leaves..no idea what happened there. Anyways, I've pulled them all off and cut them back to bare bones and have got green buds again. So depending on varieties and how you look after them, you can have them for a few years :) (thanks to some advice off @Anthony Rogers )
