We have a fence that is overlooked by the neighbours. I wanted to add a trellis to the fence but the fence is already 6 ft so I read that’s illegal to make it any higher.

but what are the rules on the height of a free standing trellis? Won’t be attached to the fence at all.

It's 2m not 6ft/1.8m and the height is measured from surface of ground your side of the fence, so if the ground/paving/ abutting the fence your side was say 150mm higher than next door, possibly retainied with precast concrete gravel boards, your fence could be 2.15m/7 feet above your neighbours' garden.

If the fence isn't yours, you can construct something immdiately adjacent to it, and if you had a climber up your side fixed to top trellis panels, it would grow even higher than that.
