Torbay Dazzler leaves

    I have had a Torbay Dazzler in my front garden for 3 years.
    All of a sudden all the new leaves are bent over like they are not be developed properly. They look deformed
    Never seen it before.
    Could it be PH?
    If so why has it done so well for 3 years. Does soil change PH
