What's eating these leaves?

    Hi
    I've got a rhododendron plant on my balcony and have noticed many of the leaves have bites in them.
    A Google search made me think it could be bees? I'm not sure due to other bits looking a bit different.
    I've looked around the whole plant and no sign of insects.
    Live in a city flat with a balcony, not sure if that helps with possible pest types.
    Any idea of if this is bees or another issue that needs addressing would be great! Thanks
